There is no provision in 406.5.3 (and chapter 5) for enclosed parking with open parking above and a building on top of it. Must comply with one of the provisions of 510. (see those listed under 406.5.3). This can be an enclosed parking garage with openess, but not may not meet "open parking garage". We can schedule a meeting to review further.
